Willing to buy Miele Tivoli for commuting

Hi, first post here on this forum.
I usually commute on my bike to downtown in Montreal (~31 km both ways) and I am looking to replace my vintage Raleigh, which I find uncomfortable to ride. I found this ad on the Canadian kijiji.ca site and was wondering what people from this sub think of this bike in general and in particular.
The seller wants 350 CAD and gives some extras as well like the saddle bag with some tools(? probably basic ones), bottle holder with the bottle, the odometer (wired), pump. The chain is new. Non negotiable on his side and he warns about it in the ad. I am 184cm high (6.03 ft) and the frame is 60cm. I have been cycling for at least 4 years. I need this as a general all-around bike and for commuting in Montreal. I am not a bike collector and I do not need a high-end bike.
