I'm looking at this 1971 Raleigh that is described as needing some love. Any idea of what its value is in an average city market?

In my opinion, probably around 250$.
The seat should bring 50 and the bag 30$, if they are in a good condition. The lights, if are Miller, other 50$.

If you buy it Clean and clear coat the frame and fenders. It will make it look like a new bike. I use Rustoleum spray can clear lacquer. It is acrylic per the Rustoleum people and it can really make the paint pop.

They fit fine and look great. the bike was cleaned, lightly sanded with 1000 wet/dry sand paper then clear coated with Rustoleum Clear (acrylic) lacquer. I used a tall stem and seat post to accommodate my 6'5" height . It fit pretty well . Also installed a 24 tooth rear cog which made the gearing much more user friendly.

Looks to be all there, even the saddle, and some documentation, too. That's unusual.
IMO, with a little cleaning,a tune up and some inexpensive new tires, you could certainly sell it for $200, maybe more. In NYC I think I could get $300.
If you are buying, point out that it needs tires and maintenance. If the seller described it as "needing love", maybe they will let it go cheap.

My concern is the rims might have heavy rust in one concentrated area, if so that has to be reviewed very carefully.
Otherwise $100 , some money for tires, tubes, small stuff and it should be a terrific runner.
