Fork: High Tensile 1020 with chrome tips.

Handlebar: Sakae Randnner Road Champion [Randonneur style]

Neither sporty nor deluxe, its the bottom. $25 to $50.
Manufacturers had no requirements to be honest with model names. So they often jazzed up the name to confuse naive buyers. My favorite example is the Ross Professional Gran Tour which is not a professional model, not grand and not a touring bike either. Its the trifecta of marketing expertise. MBA marketing calibre for sure! Bet the guy that dreamed up that name got a bonus that year.
