Cannondale R300
Ignoring that its dirty bike (apartment dwellers don't always have a place to clean them) and it's got a frayed rear derailleur cable because it has no cable end and it needs new bar tape, this R300 only has an asking price of $160.
These bikes are listed variously as Cannondale R300, Cannondale 300 and Cannondale 2.8 on sale sites and usually price is $100 higher.
It has the RSX drivetrain which looks like it needs to be cleaned.
Any thoughts on the RSX as a good group set? I can always dump frame, bars and seat (if seat is any good as now covered with gel cover) cheap and keep the wheels???
Any thoughts on value? Obviously I'd have to check in person.

RSX is about 105 level. My wife had a '96 R300 that saw a lot of use for about 12-15 years and I sold it a year or so ago for about $300. Good solid bike. Hers had 7 speed brifters so I suspect yours may be early 90's. The RSX was good except the brakes were finicky (they might not have been RSX) and one shifter died after "only" about 10 years.

I'd say Good Deal. Like you said, that bike usually goes for about $100 more.
Decent shape, too besides the nasty bar wrap. Looks like the front rim may have been replaced at some point, it doesn't match the rear. (personal pet peeve; i hate mismatched rims)
RSX is a 'Toyota Camry' group. Like the Deore LX MTB group, it's not too flashy, doesn't take much looking after, and just works, day-in, day-out.
