This bike was offered to me for 600$.

I think that was their top of the year steel bike during it's reign. If the frame and components check out I'd try and deal but not be too concerned about that price. Not a big fan of Rolf wheels, that would make me hesitate a bit.
I paid a bit more recently for a CSI that's a bit newer and mint. And compared to others being offered and sold, I got a deal.
Maybe offer $500?

If it was me I would want the frame so I can build it the way I want. Maybe you want the group then offer less. Serotta's are awesome, I have 2, see avatar but it's a buyers market and I have passed on a couple of Colorado's lately as the seller just had pricing that was too ambitious.
Like jamesdak if I found a CSI in my size, 58 square in excellent shape I would pay what it takes to own it. Do the math on what the group and wheels are worth and come up with a frame price. I don't care for the wheels either so I place little value on them.
Then there's this which I would gladly pay $500 for that frame. You have to like the paint, or I know I do. Good luck. You can't beat the ride quality of a nice steel Serotta.

I think a Serotta CRL frameset at $450 is a decent price.
I would probably want to rebuild the rest of this bike though.
You can fill in the blanks for that price tag.

FWIW, I just found a 2001 CSI in my size, local, original owner, with a few cosmetic challenges, for just a little less. Couldn't put the money in the man's hand fast enough.

And... just put it back together today in time for a quick ride around the block. Feels quick and tight, although I'm pretty sure the saddle will have to go.
No worries, I just picked up a Brook Cabrium. Heavy, but I have good feelings about this one.
