Raleigh Routier - is it worth spending time and money restoring it?

There is a chance for me to buy this Raleigh Routier from the 80's for £45. It's in ok condition, apart from the wheels which are not true. It felt quite heavier than my previous Peugeot race bike from the same era. I want to know if it's worth me spending time and money (new wheels) to restore it.

Can the existing wheels not be trued? Depending on how badly out of true they are, it's something you can realistically do yourself with an hour or two on youtube, followed by an hour or two with a spoke key.

Looks like a nice bike for a pretty good price IMO. Where in the UK are you? In Devon I think that would easily go for more than £45.

In my market it would not be worth putting new wheels on it. Now as a keeper, sure.
