Who made it? Titanium bikes are a very special breed of machinery. High strength low weight. Should weigh less than 20lb. Probably around 17 - 18lbs. Looks like a 9 or even 10 speed w/brifters & carbon fiber fork. So, really not vintage. But, it does have a threaded handlebar stem. Odd. Custom made titanium bikes can cost thousands of dollars. Even mass produced titanium bikes can go for over $1K. That one looks like a big 60cm + size frame. If everything works & the wheels are true you could maybe ask $300 for it.

Wheels don't match, very odd collection of parts, $400 maybe $500 tops. I've bought several titanium bikes in the last few years, all name brand (like Litespeed and Merlin), all with high end parts that all matched, full Dura Ace or Ultegra, all at attractive prices. When I see such an odd mix, I assume it will have some mechanical issues that will need to be addressed. Maybe this one is an exception, but that is not my experience.
Very location specific. Selling bikes without a known name brand is difficult. Buyers want brands they recognize. Unbranded stuff on eBay doesn't do very well either. Personally, I would not pay $400 for it, but its probably worth it.
If you are a buyer, odd mix or not, if it rides nice, it could make a good rider at the right price. Some sellers think titanium and think $1200 or more. Ones like that in my area have remained on C/L for over a year, and keep popping back up.
