In the 1970s, Leader made bikes for department stores, typically low end junky bikes. Maybe yours is better! Pictures will tell the tale.

There have been a number of different Leader bicycle marques over the years. However, based on the model, this is is the Leader brand owned by Vittoria Precision of Montreal. They started out as a WWII contract manufacturer but moved into children tricycles and bicycles almost immediately after the war. The Leader brand was marketed primarily though chain stores and as a lower end brand in independent bicycle shops.
Models tended to concentrate on entry level, though I have seen versions of the Excellence which I'd classify as lower mid-range (i.e. plain gauge CrMo tubeset with Shimano 600EX components). Manufacturing could be either Canadian or Japanese but in either case they seemed to better built than the reputation they have with many people. Personally, I haven't seen an adult Leader bicycle that would pre-date the 1980s, so I'd be very interested in photographs of the subject bicycle.
