Entry level. Steel rims and handle bars, stem shifters, claw derailer, nutted axles, safety levers removed from brake levers. At least it doesn't have a cottered crank.
You could date it with the SN.

The subject bicycle is a bottom of the line, Canadian market, Nishiki Rally, circa 1983-1984.

Agreed not worth much as it sits. If it was ready to ride with new bar tape, chain and sorting out the cables, then maybe worth $125 once all that was done.
