I really need to pressure was the garage door...

I think this is a 1975 21 1/2" frame. At some point a helpful bike mechanic tuned it up, so the the Huret derailleurs are long gone. Seat post looks to be a replacement and the wheelset was mismatched junk. The original Blumel fenders are intact except the foil strip has been peeled off. I figure I will sell the bare frame and keep a couple of the bits, but I could also steal all the original components off other bikes and rebuild it close to factory spec. I dont think the cosmetics warrant that though.

There are a bunch of Raleigh Internationals that sold recently on the C&V for sale forum. They sold as F and F, no HS. I'd price this bike higher than the sold prices for this bikes. You have a complete frame with some very useful parts. The frame may not be quite as desirable as an International but the quality is the same.

I figure its a "obscure" version of a Competition. I will say that the craftmanship and brazing is better than most of the Raleigh's I've seen. 🎣

For S&G I put some 650b wheels on. Tires are 37mm-ish. There's enough clearance all around to throw a goat through. Would need to swap the brakes out, and probably need extra extra long reach brakes in the rear. I'd also extrapolate that 700x42 tires would fit.

Yea..I blinked a couple times when I saw the second listing, especially because I'd never seen one before. Hopefully third times the charm with the frame size....

Myself I would either d a full nice rebuild and keep if the right size. If looking to sell strip it and sell the frame set with head set and BB which may be Raliegh/Whiworth specific and sell the crank set parted and keep the other parts for future projects. Very nice find like the color and patina. As for value $400 for the bike nicely completed ride ride ready with good rubber and $125-150 for the frame parted and $50-75 on the crank set. I would suggest putting the pats and frame up for sale here on the Bike forums good chance you can find buyers for all at decent prices,
