Vintage Mercier Road bike. Thoughts?

Hi All, I'm in the market for my FIRST adult bike. Looking for a commuter bike to travel around the city. I saw this bike pop up on Facebook Marketplace and I'm strongly considering making an offer.

I can't post URLs/Images yet so I've added this to show the bike.

At $250 Canadian I'm wondering what everyone's thoughts are?

I don't have anything to offer as to if the price is fair, but the mismatched wheels and tires for me are a red flag that maybe this was put together to flip so mechanical needs may not have been looked at well either.

The description does mention that there is new tires and new brake pads. I should have posted that here.

Description: Mint condition. Made in France. 23.5" tube length. 33.5" ground to start of seat post. Bike is in mint condition and super light (aluminum) - no rust, new tires, brake pads. GPS holder/bottle holder/rear safety light/ Garmin speed sensor, kickstand/10 speed simplex.

+1 Based on the pics I doubt the older Simplex short cage RD will handle or work good with the more modern wider gear range 7speed rear wheel that's on the bike. While it looks great I would pass on this one for a rider that is new to vintage road bikes French bike with mismatched components is not a good combination for a newbie.

Are you certain this is the style of bike that makes sense for you? A bike with a more upright posture might be a better choice. You didn't mention how old and/or fit you are, but being able to see is paramount in city environments, so I thought I'd at least raise it as an issue.
