I could be wrong but from the pic it appears the stem wedge bolt is missing, suggesting the stem is stuck/fused to the fork. This can be a project in itself and also portend other issues with the bike, such as a stuck seatpost or corrosion in other areas.

As for model year it looks to be a late 70's 748 Rekord that has had some components changed wheels maybe stem bars can't tell on the drive train or be sure of model without good drive side pics. The stem does have a stem bolt this model ITM has a recessed bolt you can see it in the pics. Since this is a lesser model in slightly rough shape with some none original component's $200 would be the top of the price range for this bike myself I wouldn't go over $150 and would likely pass. Looks to be a lot of work to get nice for lower end model even if it is a vintage Blue Bianchi.

agree, appears a mid-'70's Record/Rekord
choose that date partially because it is clearly pre-Piaggio

Gnutti five-piece hubs

OFMEGA chainset & headset

frame -

house brand hi-tensile tube set

Agrati "AM" pattern lug set ART. 000.8040/E/U

Agrati upper head lug N. 000 8044

Agrati lower head lug N. 000.8043

Agrati seat lug N. 005.8049

Agrati fork crown N. 021.8108

Agrati bottom bracket shell N. 000.8507

Agrati dropouts N. 000.8002

Agrati fork ends N. 000.8010

value -

agree ~200USD a bit on the high side

even if it were less would suggest to wait for a better model

The 74-75 world championship decal and lack of braze on's do help to also date it 76 or later and before 1980.

recall Piaggio launch as 1978

when they came in they gave the Record/Rekord model somewhat of an upgrade
