Yes, it is worth it as an end user, and it is a very hard to find size (and small frames get a premium). Does need a thorough cleaning and likely some serious service work.
Make sure seat post is not stuck! I always am suspicious when I see a post that low. Also be sure to check the stem.
In my experience, it is really hard to find higher end bikes in small sizes.
