I have no idea how old this is. Is there any reason to do a careful full blown rehab?? I'm thinking a few minor upgrades...alloy wheels...solid paint job....replace the obvious...and ride.... Any reason not too?

Looks a lot like the '77 in this catalog page from Retroraleighs (but it's probably +/- 2 years) :
No reason not to do a full-blown rehab (the handlebar as you can see is changed already). These bikes are heavy, but you know that. If I were to ride it, I would replace the crank with a 3 piece one and the Huret bits with Suntour or Shimano.

What you are describing, is what I planned. I should have be clearer. I guess I was wondering if it should be returned to original configuration; if it was uncommon or the like.
I anticipate losing 15 lbs with upgrades.....alloy wheels, stem, seat post, etc. I absolutely love the decals; but hate the price of new ones. I was thinking of cleaning them as well as possible, then masking/painting around them. Thoughts?
