Depends who does the work. If you have the tools/time/aptitude and interest to do all the work yourself, yes. If you don't, and want to drop it off at your local shop, No.
Project bikes like this one are best suited for buyers who are ready to work on it themselves. I would grab a bike like that in a second for $50. But I have all the stuff needed, access to low cost parts, and so on, so I can rehab it on a budget. But if you take it to a shop, you will be upside down (just like the pics) on its value. Shops have overhead, taxes, insurance, etc., etc., to pay for.

I agree with Bill, if that was my size I would certainly snatch it up for $50. but IMHO even if all you do is clean and waxh it super nice then pay the LBS $50 or so to tune it you still have a great rider for $100. I am not a Centurion expert but I think, judging from those top mounted shifters it is a nice model.

$50 is a not brainer for this (as a parts bike at least). The pedals probably worth about 3/4 or more of that if they are what I think they are (Campy SL; and I cannot really tell by these pictures, but they look the part). The only thing I can tell is that it has tubulars and that the shifters look either a flavor of shimano AX or the Suntour equivalent. If you are not willing to ride with tubulars, you need to invest in a couple of rims (Tubulars are 700 so finding a pair of 700c clincher rims is easy; and the wheels can probably use a rebuild anyways). Expect to invest a couple of hundred dollars to make this a rider.
