What do you folks think this is worth? Is 150 a crazy price?

I'd consider $100 a good price and $200 a crazy price. If it's your size and you're building her for your stable it's more a question of your budget. From a profit perspective she'd be hard to justify at $50 unless you had a specific buyer who wants 531 or Raleigh.

$150 is a decent price (not a steal) based on the condition of the paint (if the fork is not bent, and I cannot tell from that picture). Full 531 frames can go as high as $300-500 (again depending on condition)

So I made an offer of $150.00 and it was declined. Dude wants $350.00 for a "buy it now" price. If I wanted to look for a similar frame through this site would I post to WTB, because that looks like a ghost town.

Keep looking, you can sometimes find full 531 bikes for under $300. I sold this upgraded Motobecane Grand Record (from my stable) for $375 - complete with Dura Ace derailleur, compact crankset, and Dura Ace hub wheelset.

true I managed to snag a 531 '78 Super Course (quite good shape too) for 50 bucks.

Agreed. I bought what I believe is this exact bike, fully built with original components, on Boston Craig's List last year for $200.
