Monarch Road Bike

Hi I'm a new member here and looking for a new bike after my road bike was stolen, came across this bike while on craigslist but couldn't find any information about Monarch...any information about the bike would be appreciated.

does it fit? that looks to me like a '70s 'bike boom' bike. the pics are not that great but judging from the huge pie plate and the chainwheel guard it is a lower end bike possibly steel wheels and a cottered crankset.

if you need a basic transport bike see if the seller will take $100. I don't think it is a great deal
