$200 is on the high end, given current condition, but not out of line. The bike looks good, but it has several minor issues that need to be addressed. Needs new shift cables, some minor rust on components, all bearings replaced (based on how dirty hubs are), bar tape sorted out, tires, tubes, rear brake cable housing routing needs to be fixed, that kind of thing. Mountech RDs are known to have issues, so watch that closely and look for a Suntour Cyclone GT as a replacement. As long as you can do that work yourself, no problem.

If you have to pay a shop to do this work, you definitely paid too much (unless you are in one of those insane bike markets). Do the work yourself, and for $50 or less, you should be good to go.

As a reference point, I sold a similar Univega, in pristine, ready to ride condition, new tires, bearings, grease, bottle holders, bartape, etc (and with Suntour BL derailleurs) for $265.

I do not know much about this specific model. 200 dollars sounds like a decent price for a full tourer to me.

+1 regarding wrk101's comments but I'm a bit preplexed by this bicycle. The problematic Mountech GTL derailleurs were produced 1983-1984, yet the 1983-1984 Viva Sports used Vx and BL derailleurs. Furthermore, they didn't use CTB tubesets. The tubeset indicates no earlier than 1985, yet at that mount the MounTech II were available. I can't see why anyone would retro-fit Mountech GTL derailleurs. It would be appreciated if the OP would post the serial number, so we could determine the model year.
