Also, on the second pictures, the end of the chainstay is "open". Is`it normal??

Some track bicycles left the stays open, but it's very unusual on a road bicycle. The brazing and finishing around the stay/dropout junction doesn't look very good.

Thanks! That`s my concern, but i noticed the same "thing" also at the seatstay/dropout area/junction (i think is visible in the first pictures).

New brand to me. while the stays appear open, attempt to pass a wire through, they may not be. Even if they are, it was probably done on purpose. If they are open, I would remove the BB and clean the chain stays like a rifle barrel. Maybe they were even flood painted inside.
Ritchey did this on some forks on a special bike or two long ago, it is not unheard of, but is different.
I like the overall look of the bike, nothing earth shattering geometry wise it appears, but a typical race bike.
