Value? Peugeot PH10LE
Taken down to the frame and deep cleaned, polished and rebuilt.
Obviously brake lines to be attached, I need to get the little housing stops for the tops of the non-aero levers before I can hook it up. New bar tape, old saddle.
Only component change is that it now has Shimano 600 levers, the rest is original:
Nervar cranks
Weinmann brakes
27" alloy wheels
Sachs Huret RD FD
Carbolite 103 HLE fillet brazed frame
Scratchy decals but no rust and no dents.
Paint still has some shine to it, as do the alloy components.
So what would you place this at for local resale? I resisted the urge to fixify it and decided on a simple rebuild.

Try to find out more info on the bike, like year of manufacture (Vintage Trek). Take real nice pictures of it outside after finishing the build. The profit will come with a good ad and patience. Without a new seat, $250.00 in a college town. Your local bike store may have new take-off seats in a box for cheap.

I don't think vintage Trek website will be much help here. 
Once I get the cables hooked up I'll take much nicer pics of course.
I'm not sure Carbolite 103 will bring $250 here, I was thinking along the lines of $180 due to decal scuffs. The nice thing is that it has all the required oddball French stem/seatpost that make it tough to build a french bike from just a frame.
I might consider a new saddle.

Wrong. Vintage Trek site is the first place to look for component codes. The Weinmann calipers and the Huret derailleurs should have date codes.
Here's a quote from the component dating page at the vintage Trek site:
Huret Derailleurs
Huret front and rear derailleurs often have a four-digit date code. The first two digits are the week of the year. The last two digits indicate the year. For example, 1182 means the 11th week of the year 1982. Preliminary data indicate this code began in the late seventies and extended at least through the late eighties. The latter part of this period was for Sachs-Huret derailleurs, after the purchase of Huret by Sachs.
+1 Carbolite is not going to get $250 around here either. $180 sounds about right.

Cool, didn't think to look all that up since it has the little paper tag on it that has the number and date code.

I see your point, no need to look it up when the bike is already dated. I have had a couple of Peugeots with the paper tag, very handy, and amazing they lasted almost 25 years.

If only I had the little non-aero cable tips for the brake levers I'd be done now.
