How much can i get for this De Rosa frame?

I believe it's a 1986 De Rosa - SLX, 60 cm. c-t-c. Similar to the bike here:
https://www.raydobbins.com/derosa/

It has surface rust on it. I've removed most of it w/ naval jelly. I could really use the money right now so I'm trying to get top dollar for it while avoiding flippers.

i told a guy i'd sell it to him for $300 including components. It's difficult to price due to it's condition (which i have no idea how it got this way).

Frame/fork and headset for $300 will make everyone happy. Keep the components or sell them for $200 total.

That frame looks more like a 61 to my eye.

Even in that condition, you can get at least $400 on eBay for just the frame and fork.

Given this is your goal, forget about selling it complete, as that pretty much guarantees you will NOT get top dollar.

To get top dollar, you need to part it out. As long as the brifters work, they can bring good money on ebay. Ditto the brake calipers, crankset and bottom bracket. Cinelli bars and stem should do OK, as will the headset and derailleurs. I would expect to get $200 to $300 out of the parts. Wheels don't look like they match, so not sure what I would do with them. Then sell the frameset with full disclosure. This will bring quite a bit more than selling complete. Check completed auctions on Shimano Ultegra STI. That rear derailleur is pretty scraped up, so I am not sure it is going to bring much.

As far as avoiding flippers, why does it matter? I have bought quite a few bikes from flippers, some of my best deals have come from them. Three of my current keeper bikes came from one flipper. And I have sold several bikes to flippers. And OK, I am a flipper myself. Cash is cash. If you want to maximize your cash, I would not put conditions on buyers.

And of course, if you sell on ebay, there really is no way to determine who the buyer is, or what their motives are.

You could try to sell it here as well, that way you avoid listing fees. There are probably a lot of BFer's who would be happy to take that frame off your hands just as it is and you can keep the components or sell them easily on ebay. The Ultegra stuff looks a bit rough but if you make a package deal of the shifters and the derailleurs, you can probably get $150 for them alone and then another $75 for the brakes (they appear to be in very good shape) and another $50 for the Cinelli bar and stem combo. So, we are at, what? $675 or so for everything?

At this time of the year a lot of the interest will depend on where you live, where are you located?

You will have no problem selling that frame/fork/ for $400 in L.A., just be forthright with the photos and description.

Any ideas what the headset would fetch? Should I include it w/ the frame and fork?

Mmmmmmmmmmm, tough call, it looks like Record so it could hit over $100 on ebay, it depends on how nice it is inside. Selling a rough looking bike like this, even a De Rosa, can be troublesome so a buyer will see that headset and think that the $400 is easier to spend if they are getting a Record headset in the deal.

If you can easily remove the headset, I would take it out and put up an add for the frame/fork only at $400 and see what happens. If you don't get any bites in the first couple of days, include the headset for $450 or whatever.

How do I tell if it's Record?

I'm going to try to part it out this weekend and take some macro pics. I'll post them up.

It sure looks like a 1986. It also looks like it was riden hard and put away wet, as the saying goes. I bought my 1986 (larger, same color, finish in much better shape, with a mix of Campy NR and Modolo) for much more than $400, but mine is not a repaint candidate. It rides great, though. Assuming it is straight with no dents, I'd say at $400 plus the cost of a good paint job, it's worth it. So unless you are super-strapped for cash, don't be so quick to sell cheap.
