I'm VERY far from a Peugeot expert but if that it is indeed 531 tubing, your size , and ready to ride I'd get my butt down there ASAP.

It's a PR10. Only the main triangle is 531. The rest is probably Durifort or some other lower-line French tubing. That said, it looks like a good deal for $175.

Sweet! How can you tell? I don't think it has a sticker so how can I confirm its identity when I see it? It looks in wonderful condition. Since it is a 12 speed what year do you think it was from?

It looks like a 77/78-ish model to me. I would think the "12 speeds" is just a matter of someone installing a 6 spd FW.
