Why so cheap for the frame, is this really not worth much? what would it be worth if it were a full bike?

I think that it sold new for about $300. The key parts aren't there, and if the down tube cable guide is broken you can't get these from Raleigh. You have to look at the lugs closely as they were prone to separation at the head tube,3 main tubes aluminum bonded to steel. I have seen nicer full bikes for under $200 in the Seattle Portland area CL.

Yeah, I have a real nice Technium in my garage right now. Its a complete bike with many upgraded parts. Its in great condition. I've listed it on CL and have had very little interest, and I had it listed for as little as $170. Hopefully when the weather warms I can get $200 for it, but I think thats going to be the max. Not popular bikes I guess.

I'm not pressed to sell it and won't let it go too cheaply.
The frame in the pics looks like the same year as mine. Mine is silver, that one looks like a pale green perhaps? At any rate, I would like to keep mine, but something has to go, the garage is bursting.

it looks like the housing stop for the shifter cables is missing and something funky looking was rigged up.

OK, that's weird. I didn't notice that. The paint scheme is exactly like my bike, but mine has braze-on downtube shifters. This one seems to have been set up for stem shifters. I didn't know that they offered both set-ups. I'll have to go and check now.

My Technium 460
Made some "improvements" by taking off the combination brake levers and replacing with some NOS Diacompe hooded levers. Much nicer bar tape than the black cork that was on it.
