Raleigh Gran Sport 1976???

2 questions. Is this a 1976? According to the Sheldon Brown article I found it looks closest to that.
Also, is this worth the price? $300
Light weight 23" Carlton frame made of Reynolds 531 tubing , fork & stays .
Shimano 600 Arabesque derailluers , Nervar cranks.
Updated to alloy wheels .
New tires , inner tubes , saddle , handle bar wrap and drive chain
I like the idea that I wouldn't really have to do much of the work - being that I live in a studio apartment, don't have the tools or all the know how. But I was hoping to spend something in the $200 range. However, this is Chicago where everything is going to run a little bit more.

If you show up and lay down a little charm, you can probably knock $50 off.
If you need something to get around on, $300 is a lot cheaper than a car.

Living car-less in Chicago - my bike gets A LOT of use. I need a bike that's practical and can handle the Chicago streets but also recreational and fast enough for me to enjoy.
