89 Schwinn Prelude
Light weight Columbus Tenax tubing , Suntour , Rigida rims , Velo saddle
So I actually saw this bike yesterday. The paint is not even scratched, it's in amazing condition. However, with this set up he's asking $350. Yes that is top dollar and higher than I want to pay. But what is a reasonable offer for a bike this clean?

1st it's a 1988 not a 1989. $300 is top dollar for the bike in the condition you describe. You will love the bike if you buy it and will never think about selling it.
I know a thing or four about 1988 Schwinn's (check my sig).
Here is a pic of mine. Lazer Yellow/ White Fade

I like Schwinns, and I like the Tenax bike line. That being said, the Prelude is the bottom of the Tenax product line (they are all good, but the other two are a step above). At the $350 price point, there is a lot to choose from out there. Myself, if I had that kind of budget, I would be looking higher up the product line. If I was sticking with Schwinns from that era, perhaps a Circuit (Columbus SL), a Prologue (Tange Prestige), or whatever.
Its no secret I am a big fan of the Prologue. Kind of hard to find, but if you are patient, they are out there. I bought the one my size off ebay, and I bought a smaller one off C/L. Both cost quite a bit less than the OP Prelude. One came with all Shimano 600 tricolor, the other with Shimano 105.
I've sold several Preludes down here in Hooterville, the most I have gotten for one is $235, and that bike was in perfect condition, and was a very desirable (19 inch frame) size. Adjust the price up for Chicago, but then back down for a common frame size (no 19 inch frame premium). The one in the OP looks to be a 21 inch frame, a very common size. So if that is the size that fits you, that is great news, as there is a lot of supply in the 21 inch frame size.
So maybe $250, $275 tops.
In 1988, the Tenax line was Prelude, Premis, and Tempo. Main difference: High ten steel fork vs cromoly, and higher grade components.
Some of the current Vintage Schwinns, some keepers, some not:
1973 World Voyageur
1986 Paramount
1987 Prologue (2)
1991 Paramount Series 3
1992 Paramount Series 5
I won't post the entire list, as my inventory is on the high side right now....

I can't remember a Prelude that went for more than $200 on eBay... usually they go for less then $150. Maybe a real nice one without shipping could go a bit north of $200.
$300 is really the domain of the top of the line Circuit/Peloton.

I have a Tempo and a Letour Luxe, both with Columbus tubing and both are awesome. The Letour Luxe is listed at 25 lbs. and it feels even lighter than that. The Tempo is listed at 22 lbs. and it seems like it.

I need to sort out what stays and what goes. Right now, I am putting a full court press on rehabbing a duplex I bought a month ago. I am in the midst of rewiring, plaster repair (a lot of it) comes next. Roof goes on in two weeks. This year will be the year of the duplex.
