I'm pretty inept when it comes to bike pricing, so based on this craigslist ad, does the bike seem to be worth $175?

Azuki's were imported during the bike boom in the 70s and were mostly entry-level.
This one looks clean, nice. Would not pay over $100

Some people just don't see the value in a freshly tuned up bike...even if it is entry-level.

I would ask what the tune-up includes....were all the bearings overhauled(bottom bracket, hubs, headset)? Wheels trued? New cables, housings, and bartape - that's atleast $30 worth of parts(not to mention labor). If the tires are good, and it's been fully serviced by a capable mechanic, I would see no issue with paying the asking price(or close to it).

The value of a bike is asymptotic IMHO, and the asymptote for that bike is closer to $100 than $200. I'd keep looking.

On the Fort Collins CL, the 56cm Japanese Steel Townie SR bicycle or the Miyata 610 that just showed up are worth closer to if not more than their asking prices.

WOW!!!! There's a whole lotta sweet bikes on that clist page!! I'd for sure pass on that off brand bike....keep looking....you've got quite a tasty selection......with that many quality bikes for sale at once; someone will deal...

Small word... I know that bike and I know the seller... he is a friend of mine and does good restoration and repair work. In fort collins that is a $150 to $175 bike especially with the new cables, tubes, bar tape. You will be hard pressed to find a bike for $150 that does not need some work... while it might be rideable for $150 you do not get any new parts or a tuned up bike most of the time.

Also remember most bikes on craigslist are negotiable within reason. Do not hesitate to make an offer as long as you have cash in hand.

How tall are you... most important it to find a good bike that fits... also determine what you want to spend and try to get the best bike for the money that fits.

In fort collins good road bikes in the $150 to $250 range go fast.

I'm a bike flipper in fort collins... let me know what your looking for... style, size, and price range and I'll see if I can't point you in a good direction.

IMO a swagged crank, stamped do's and steel wheels would not be worth over 100-to me. Wheel replacement would be finding another bike for parts (as wheels alone can be $$$) and then you're stuck selling off the rest of the 'doner'. Wish we had good flippers in my area. Location is really crazy in pricings. On the sellers point of view-I doubt he is breaking even with the restore involved-but such is the c&v hobby.
