Identifying early 60s/70s road bike in Sydney, Australia

Identifying early 60s/70s road bike in Sydney, Australia
I bought this bike back in 1990 as a cheapish commuter. Used it for one year and gave up after several near (taxi) collisions. Have had this is storage since.
I was told way back then by a bike mechanic that the bike was a high end racer. Didnt pay much attention back then. Beside all identification decals and markings had dissapeared by that point and someone had pasted on some innocious no-name decals by the time I got it.
In the last few days had the bike assessed by online Australian enthusiasts and many claim it is a highend road racer, some say from the early 70s, one claims from even the late 50s. It uses Campagnolo (dropouts, seat post, shifters), Cinelli (stem and seat) and Zeus (gran sport rear derailleur, hubs)and Stronglight (cranks) components. The front derailleur is a cheap Shimano FE. The brakes a Weinmann 610. The bike also uses Nernex professional lugs all round.
I am trying to identify the frame. There are little to no identifiers. Directly under the seat post there is a "A" (maybe 4) stamped into the metal. At the bottom bracket "31" is stamped and about half an inch above it are either 2 tiny clover logos or stars.(see first pic)
Would appreciate your comments/advice. I plan to restore the bicycle to original specs while keeping its original patina.
