There is one similar for sale on vintage-bike. Does not indicate country of origin, but I'd guess French.

A quick look at the profile suggests French origins to me, also. It strongly resembles the AGDA and BIM saddles, both French and offered on lower level bicycles, such as the Peugeot UO8 and Mercier, respectively.

Though just a guess, it is entirely possible that the saddle was manufactured in France to meet the needs of a bicycle manufacturer in another country, such as England. Repeat, just a guess.
