How much is this late 80s Peugeot Worth?

Trying to obtain a price to offer for this Peugeot. It looks fine but owner says it needs some TLC. (rims/tires)

What do you all think is a fair offer?

The paint is not all that great , right brake lever looks jacked , needs rims? Keep looking .

It's a low level model similar to PH10's of that time and shortly before = Peugeot Carbolite frame tubing and punched/pressed steel dropouts. Mind you, a good quality bike from Peugeot but not worth more than maybe about 150/165 bucks in very good fully tuned up for the road condition at most, in most markets (maybe up to even 180 in very hot markets). Which makes it quite a good buy for an excellent ride from the maker!
If it is in very good rideable condition you might offer the guy 100 bucks first. It might just get you over his "lowball threshold" and take it. If he reveals anything wrong with the bike after that, you might want to bargain him down a little then....

If the bike truly needs a new wheelset, expect to spend $40-$120 for wheels (used vs new), and at least $36 on tires, tubes, rim liners. A new wheelset will also need a freewheel or cassette, another $20 minimum.

It's a low end Carbolite frame with rough paint. While the photos are poor, I'd check the front fork out carefully. It looks askew, but it may be due to camera angle. The brake levers have been "upgraded" to aero along with barcon shifters.

Assuming no fork issues, as a frame without wheels, probably $75-$90. If the wheels are usable, probably $140-$160.

You're not OJ's buddy are you Khato?

Thanks for the input ill check those things out. Im thinking of just going a different route on the bike
