Cottered Campy crankset on a Sears bike?

Local seller has a beat up Sears/Ted Williams bike on craigslist for cheap. Claims that it has a Campagnolo crankset. Can anyone tell if this is actually a Campagnolo crank, and if it's worth anything? From what I can tell, this is not one of the 531-framed bikes.

Nice to have half a brake hanging from it. Looks French to me, definitely unItalian.

I wondering if the confusion is because it may have the Campagnolo cottered, bottom bracket spindle?
