Can't tell anything from that tiny picture, but the seatpost being all the way down should be investigated. If you look at the bike make sure you can adjust and secure the post properly.

The pic is for crap, but the cheap cranks and one color frame with no chrome hints at it as a Raleigh Capri, or similar. If the tires are old, then the grease in the bearings and bottom bracket are old. Which probably also means the cables are rusty.

So, be prepared to spend a lot of money, $75-$200, to make that bike perform like new. As a buyer and seller in the NNJ market, I think there are better deals to be had.

That bike has been on the market for 10 days already, so the market is giving some indication it is not fair value.

This seller has a lot of bikes, but it may be worth the train ride.
