Not the first time I have seen this. No bids, getting close to the end, knows that many wait till the end... so he essentially bid up the price himself.
I was watching an auction on a bike I was interested in a few years ago from France, starting bid was $1,000 with two days left the starting bid was moved to $1,500. It sold with one bid. I did not bid.

In this case, I don't think the frame will sell at the initial auction. But who knows.

And you were right! The crank sold though, for a reasonable price.
