Might be a motobecane nomade. Cottered cranks, steel wheels, looks heavy even from over here. Correct me if I am wrong but it looks like a very low end bike. That being said if the price is next to nothing and you don't dump more than $100 getting it into shape you should come out even when you want to sell.
I wouldn't buy it myself, especially with no price.

The Motobe presented is of entry level quality, at best. Best guess would suggest the bike is best used as an errand runner or commuter. The bike is for recreational or utilitarian use, primarily.
Vintage Bicycle Value depends on many things, some of which have nothing to do with the bike, itself. In this case, best guess for value would be $100 or less, and, quite frankly, I would pay no more that $25.00 for the bike, based on what I see. What do I see..?
The fork looks questionable. By that I mean bent. If so, or if there is any other structural damage, then the bike is worth less than twenty five.
How much to refurbish? That, again, depends on many factors, the most impacting of which is your mechanical skill level. If you can do the work yourself, you will spend less than $100 doing so. If a shop gets involved, watch the costs soar.
Is it worth it? First one would have to know how much the bike is selling for.
As you can see, your questions are just scratching the surface. You would be much better off learning about Vintage Bicycle Quality so that you will be better prepared to make purchase decisions based on your improved understanding of vintage bicycles. To ask if this one is good, or this one, or this one, will lead to many disappointments. As often as not, when you are researching a bike, it will get sold, especially if it was a really good deal, to begin with.
