Well....there is a picture of a French guy on the seat tube wearing a MERCIER jersey (and a pack of Gallois cigarettes in his pocket that don't show up in the picture) with the date "196*" on it... with the last digit scraped off.... so I really don't know what the year of manufacture is. I'm guessing 1970 but it could be just as easily be a few years earlier.

frame appears to be a mercier 300. wonder if componentry is all original. use of weinmann brakes and suntour gear ensemble seems a bit odd.

Well.... I have no idea. It truly it is a bit of a dog's breakfast with all this parts from different suppliers, but at least there is no mix 'n'match within the groups. The Weinmann brake callipers match the brake levers. The derailleurs are both Suntour and match the gear levers. The crank arms, crank shaft and the chainrings are all Stronglight. It makes no sense that anyone would go to the trouble to strip off Mafac & Simplex stuff and replace it with Weinmann & Suntour before putting it into storage.... and the bike has seen very little use. It still has the original Clement tubulars on it and they are perished & ancient... but showing no tread wear.

I doubt its anywhere near original, Weinmann and Suntour on a french bike as OEM - no way. It's a mid-range frame looks to be 3 main tubes 531. Looks to be old red tessostar tape, not orange. But its a nice mid range bike in what looks to be nice shape. Probably tipo low flange hubs, pretty rare in the US at least. Value of this would be to a collector, not a rider, I'd guess $200ish, but ebay may find a collector willing to pay more, if you are patient. I am thinking its mid sixties.
And I hate to add, but the fork loos slightly bent, but I know that's often a photo artifact.
Edit - out of curiosity how do you know the tires and tape are original?
