80s Fuji Gran tourer appraisal please

rescued from the trash pile. debating on whether to clean it up and sell it or build it and keep it. everything is in working order, all fuji branded suntour components, and just a little rusty from sitting in humid weather. let me know your opinions. thanks

How bout cleaned up? I can clear up some of that rust as it's mostly surface stuff. New chain, tubes, cables maybe tires. Is it worth the bother? I would happily take $50 as is but if I can get $200-300 for a little elbow grease and some small parts then I would be willing. If max is, let's say $100, then I wouldn't bother and just market it to commuters or others interested in older bikes

With "noobs" asking this question, at least for me, I need to see the finished product, the quality of presentation or photography, and know the location, as these three factors can affect values by hundreds of dollars. On occasion the work exceeds expectations, but frequently that's not the case.

Meticulously refurbished (total disassembly, replacement of all rubber, cables, pads, oxalic acid bath and touch up of frame, new bearings all around), this bike could fetch $225 around here. Steel rims, right? Personally, I wouldn't spend the time now, but might in the absence of better winter projects.

Another approach:
1) disassemble fully, OA bathe and touch up frame / fork, reassemble headset, reinstall seatpost and list for $95 as a conversion frame.
2) clean / polish derailleurs and shifters and list on eBay for $45
3) donate the rest

That nets you what the rebuild might, faster. Couple of days effort...
