can someone tell me what this frame is please

hi al can someone please tell me what the make of this bicycle frame is please ignore the oversize crank housing and handle bar stem bearing cups as I've welded these on I'm just intrigued to know what this bike actually is any input is appreciated

So, before you welded on the oversize crank housing and bearing cups, was the crank housing smaller, or was it just missing? If the crank housing was smaller, it may be of European origins.

hi yes before i replaced it it was a smaller crank housing, i welded a bigger one in as im turning this into a kind of one off bmx for myself to just cruise about on, no intention of any sort of tricks due to the single pipe frame
