Trying to identify Raleigh Portage year/model/value

Ive heard rumours about US and Canadian versions that differ greatly in quality. Id like to get a baseline on how much mine might be worth/see if it is worth fixing up:

Has: original 650b rims
staghead derailleurs
original rear rack
bar end gear shifters
rust issues
mid eighty's model
steel frame

-Anybody know how to tell the difference between the two models? I can post pictures if needed. If anybody has seen models for sale before id love input.

Also, anybody have any thoughts on this problem? (wrong thread, I know, but if anybody has thoughts id appreciate it)

One of the rear cantilever bosses is snapped off at the base. Wondering the best method to get rear brakes back into operation. Are there options besides welding it back on? The boss looks to be in rough shape and I dont know how well it would hold up to a new weld (no welding experience here)

Some cantilever bosses had the post threaded into the base, but unless you kind of know what to look for it could be hard to tell.

Did you already buy it? check the good boss and see if the post has flats on the bottom for a wrench. If it does maybe a good mechanic can use an easy out to get the broken one out.

**Update** There is no real quality difference between US and Canadan market bike. The difference between US and Canadian markets bikes is just the importer and how the bikes get specced for that market. For example Bianchi USA was founded and took over import of Bianchis into the US in '85 so the bikes were slightly different than their European and Canadian siblings. In '89 Bianchi USA took over impoiting to Canada as well so the bikes were the same after that.
