Novara Corsa touring bike?

Just trying to figure out if this is a good deal or not. I'm leaning towards not because this guy has had this bike for sale for a long time now, but its one of the few in my area my size, and the only one without friction shifters.. so I'm considering it. He does not list the year, but I'm assuming early 90's. The price is pretty standard for older flipped bikes in the area, but Im not sure if it worth it or not.

I believe Novara was/is REI's house brand. It looks like it has seen little use. I think it seems a OK deal to me. a little closer to 200 would be nicer.

Tange Infinity double butted is nice - just bought the missus a Terry Solstice in the same tubing.

Exage stuff is OK but nothing special.

Looks like the bike is being sold only at a flea market. While I have nothing against folks dealing bikes at flea markets, not the ideal location for test rides and objective opinions, esp. if you have to pay to get into the flea market just to see the bike. I'd pass and wait for something better.
