70's Schwinn Sports Tourer

My neighbor has this Sports Tourer selling for $150. I was wondering if it's worth it.

That looks like a '72 model with a 26" frame in Sierra Brown: Schwinn 1972 Cycling '72 -- Sports Tourer

From a collector standpoint it is missing the original (Brooks B15) saddle, freewheel, spoke protector, rear derailleur, pedals, crank dustcaps, and possibly even both wheels (hard to tell for sure from the low-res pics).

If you are interested as a rider and not a collector then the replacement parts won't matter much, in fact the current derailleur and wheels are undoubtedly better than the originals.

The biggest concern as a rider would be the size. To ride a bike of that size you should have a leg length of *at least* 35". Also I'd lower that stem at least an inch or more before riding, it is dangerously high as pictured.

I'm just trying to get into shape and want a commuter bicycle so I'm not really a collector. However my inseam is only 32''ish (I'm 5'11'') so I guess the bicycle will be too big then? Also why is the stem too high/what happens?

That bike is WAY too big for you! Those were also available in 22" and 24" sizes, you would need the 22". As currently mounted that stem has 1" or less insertion into the fork steerer. It could easily come out while riding, causing a potentially serious crash.
