Was looking at this Nishiki Rally and I was wondering if it's worth the $125

If you are looking for transportation, then the bike is about $25.00 too high in asking price. If you are looking to buy and then sell for profit, forget it, the price is already at max, in my opinion.
The Nishiki Rally is their bottom of the line entry level model. It will offer a recreational ride quality, coupled with reasonably good braking for its vintage. Reasonably good, not great or even safe, in my mind, unless the wheel rims are alloy, rather than chrome plated steel. If steel, stopping power will be, for guy like me, less than acceptable, particularly in wet riding conditions.

I would concur with Randy's assessment. I'm not sure I'd go so far as to call it unsafe, but steel rims (which it appears that bike has) don't stop as well as aluminum ones. I would try to talk the seller down a bit, but realistically it's hard to call it overpriced at that price point unless it's in poor shape.
P.S.... I grew up about 5 miles from where that bike is.
