Pics are horrible, but if the chrome fork and Sprint sprocket are original then it looks like a '64-'66 Continental 23" frameset to me: Schwinn catalogs, 1961 - 1970 (184 of 765)

It looks to be a 60's maybe 70's Continental to me also not a 52. Considering it is just a project level low end frame in somewhat rough shape I would pass on this one. Not really worth rebuilding even if it was free. If your going to spend the time and money to do a frame up build there are lot better candidates than this to start from.
