Well, I rather doubt it was "designed for 27" wheels" but rather was designed to accommodate a variety of wheel sizes. It would have had 27's for regular riding, switched to tubular 'sprints' for the occasional race.
It was made for brakes, and probably had them. It should have a head badge. The handlebar is not original. The seller's reluctance to say anything about the "elegant" crank is a red flag. Do I see a shim on the seat post? Is that a Kalloy seat post? The seat clamp is a cheapie; I don't really care, but it's another red flag. And so on. I would treat the ebay listing as an advertisement; a serious buyer should see it in person and do the math. $2000 seems pretty optimistic to me.

I agree with everything RHM said. It's a handsome frame, but $2000? Personally I think $1000 is high.
