?1989? Cannondale?

I recently received these photos of a bicycles that is for sell.

They relayed this information to me:
"The front detailed is a Blaze as well as the brakes. The rims are Mavic. I'm not sure what make and model. They say open 4 CD on them. The brake levers are Blaze as well."

Im having some trouble identifying it though, and would like an estimate on a fair price as well if anyone has an idea.

As always, Im most grateful for any help someone may be able to provide...

Blaze was the bottom of the line product for Suntour. So, this would be a minimally valued/priced entry/beginner level Cannondale. Looks like it's not in bad condition (the steel crankrings and the cheap pedal are the worst parts), so I'd say $200-$250 to someone who is planning on riding it, IF it is the right size, and the tires are good.

Of course the Flippers are going to say $75-$100, because that's the most they would pay, because they have to build in a cushion so they can make a profit when they resell it.

What would your plans be for the bike? That's going to impact what you can pay for it.

This is a tuff one because I flip bikes. My gut says go for it because I can sell a Cannondale for $600 without a blink of the eye but then I search eBay sold listings and find 1989 Cannondale ST400 Touring Bicycle 25 034 63cm Mystic Blue Great Condition | eBay

From a build standpoint the 3.0 is a great platform though this one looks a little short thereby narrowing any resale field.

If it's the photoless ad, the seller is out to lunch at $500. As a rider, worth 1/2 or $250 as others have shared. And it is a 48cm frame, for riders under 5'3".

The yellow ST400 is desirable, if a deal can be made in the low 200's, and you need a bike for someone 5'7"-5'10".
