Go to Google Images, look for "rod brake double bar bicycle Raleigh", and then try substituting Phillips, Hercules, Flying Pigeon, Arpan, etc. There are bikes like this 60 years old, there are bikes like this being produced now (in China and India), and without being able to see it closer, I can't tell the difference.

Here's an example of a current one, they refer to it as a "Phillips Type" and if the one in the photo is an old bike, that'd be one place to start looking.
Note the truss rods are not too common. Some of these bikes have the bars closer together, some farther apart.

You could Google search for "Roadster" as well.

My guess is the bike is an India made Hercules or BSA, although looking at their we site they no longer make a roadster model.

Atlas still does, but their current double top tube model has the tube closer together than the bike in the photo:
