1998 Ibis Spanky
I have no idea what my 1998 Ibis Spanky is worth. The bike is 100% Shimano 600 w/ Mavic wheels. Never raced or crashed. 2 small scratches one is on the Ibis steel fork. I am the original owner. Thanks for your time.

While it is a fine bike, I think that $650 number is in the right ballpark. Quite possibly the high end of that ballpark. There just isn't the name recognition to drive up demand among potential buyers. It's also in that age range where it's not vintage or nostalgic yet; just "old".
For sake of comparison, it's often handy to check completed auctions on eBay. There was an Ibis Spanky frame and fork for sale recently and the seller couldn't get $350 for it.
