We could still use some more information. What components are on it? Is it steel or aluminums?

Neither classic nor vintage. Honestly looks like a department store model to me. Providing names of the major components will help. Shifters, brakes, derailers, etc.

That type of fork is called a dual crown fork. that one is very cheap, however, with those spindly stanchions and flimsy looking lower triple clamp.
Ballistic actually made OK forks for a little while but then seemed to concentrate on supplying lowend OEMs before disappearing.
Definitely not a Gary Fisher frame.
Probably trying to mimic a mid-to-late-90s Foes monocoque design.
