I bought this to do a build for a Ohio friend’s 13 year old, they grow tall in the land of the Buckeyes I guess, @Flog00 knows for sure. However a couple of complete road bikes in good condition have emerged, thus this frame and fork needs to move into the hands of a CIOCC enthusiast.

An apparent repaint, meaningless decal, chrome fork in 8/10 condition. Visible inside of seat post, bb and steerer tube are above average for a 30 +/- year old frame.

Top tube set up for internal cable routing.

CIOCC marking on top of BB, see photos.
Cinelli BB, thus Italian threading, both sides right-handed
Center of crank to seat post bolt 24 1/2” | 62cm
Top tube C to C 23” | 58 cm
Weight frame/fork: 6.27 lbs
Seat post diameter 27.2 mm
Rear dropouts - Brev. Campagnolo
Drop out adjustment screws broken off

VERY similar to an "early '90s" Ciocc frame that I own (and love, mine's SL tubing but they also came SLX): same "spoiler" BB shell, same brake bridge (with panto on top of shell), seat cluster and internal cable routing...but that fork does not jibe. Chrome does, but the fork crown isn't like any Ciocc I can recall, and that's the other place they panto'd in this era Ciocc.
Probably a fine quality fork anyway, and best of luck with the sale: these are fine riding bikes!
