It's only been 6 years- why are you in such a hurry?

They're not NOS or REG or Binda- but they're "yellow" and "vintage."

An idea for you. Take some Binda buckles, go to a leather shop and have them cut 1/2" strips for you. Get yellow leather dye, dye them and pop rivet them onto the buckles. (I climb hills on fix gears. This means toestraps are expendables, even the really good ones. I do this to keep costs down (a lot) and strap quality up without having to wonder where I am going to find the next pair. I dye them black and that dye is really black! I've used it to turn wood McGivers for my bikes black like CF or anodize and no one notices!)

I have no idea if such a leather outfit is near you. Portland has Portland Leather which is an amazing place. Tandy Leather probably has usable leather and the strip capability and would certainly know of other local resources.

PS - I can relate completely. I had a custom frame made and painted to go with the (narrow road) yellow fenders I knew existed. 2009. To this day, I have never seen them to buy. Talked to a mechanic with a pair on his bike and a shop owner who used to stock them but that's it. I now have super expensive custom color epoxy paint and new fenders on two bikes, getting ridden, dialed in, all cuts and mods done before sanding them down and going to work.

To my mind, narrow road fenders in bright yellow or the like for the relatively far north short, cloudy winter training rides all racers do is just a no-brainer. The fenders are made in Germany. Same deal with the natural lighting. A bike shop in Seattle asked Ortlieb to do a run of yellow panniers 25 years ago for our weather. A cyclist in Portland got word and asked a local shop to look into it. Now yellow Ortliebs are everywhere.

matt gorski in Socal has these, they are excellent, even the original "Bianchi Dino" embossing.

Better than the originals, choice of colors.

OT, but while I am mostly on clipless now, I like this idea of yet another splash of color on bikes. I need to make a mental note of this for the future.

Again OT, but I recently bought my wife a purse from Portland Leather and was impressed by the quality. If they only made seat and handlebar bags for bikes (they seem to have a very wide range of colors).
