Maybe try to find a 27.0 that's scratched up and sand it down? There are probably more of those out there. 0.2 mm is not a lot when it's 0.1 mm of surface, so little that it's easy to overshoot -- I know from experience.

Yep, that's best option if looking for a cheap one - managed to pick a Super record one few month ago in excellent condition overall, sanded from 27.2 down to 27.0, fitted like a glove to my bike. £10 instead of few in not 10 times more if not messed about
