i have some old weinmann 27 inch rims...i think!! they may still be out in the collection if i haven't gotten rid of them. however, i'm not sure if they're tubular. i've never used tubular tires (nor these rims/wheels), so i really don't know how to tell. i just remember they looked "different". there weren't any hooks as are standard for clinchers. not promising anything, but if you could tell me how to distinguish, if they're still out there, i will look. you can have them, if it's a yes

turns out i only one that looks like that..."different". otoh, if you have no luck with some tubulars, i have a set of double wall weinmann clinchers with maillard hubs. just fyi....

27" tubulars? I never knew that they existed. I do have a late sixties set of alloy Weinmann clinchers, though...

Sewup Rims
A 1975 Weinmann rim chart. Note that the tubular rims are listed as 27" - 700-C
Weinmann rim sticker from the late 60's through the early 70's.
The 1971 Raleigh catalog - the earliest that I've found with a spec sheet for the Pro bikes, lists Weinmann type 293 tubular rims but during the bike boom manufactures used what ever they could get.
Raleigh switched to AVA sewup rims on the Pros in 1973.
Good luck finding those rims...
You may end up having to cheat: find a decent set of sewup rims like some Mavics or Super Champions because they may be more readily available and get some Weinmann rim decals on eBay??? They all look pretty much the same in the buff!
1974 Mavic ad. Note: they show the tubular sizes as 700 C - 28".

Maybe OP tires were dry rotted and really stuck the rim. Therefore he thought them to be tubular.

Here's a Continental CX tubular that I ran back in the late 70's. Note the sidewall is marked 27 x 1 1/4. That was the German call out for 700c tubulars back then. Some countries used 28" as their call out for tubulars. That was before the ETRTO International Tire Standards became widely adopted.
That's an AVA sewup rim with the red sticker at the valve. It was a take off from a Raleigh Pro. I picked it because it was HEAVY! (stronger).
I grooved the sides of the rims with a checkering file because it seemed to work well in the mud back then and that's what a lot of CXers were doing.
